Studying in Australia with your partner or children? Proposed limits that look a lot like the UK's

If you have studied in the UK recently, or know someone who has, the next round of Australian student visa changes may sound familiar. The Australian government is said to be preparing a new immigration package, and this time the focus is less on how many students arrive and more on what their life looks like once they get there.

Nothing has been confirmed yet. But if you are in the UK and thinking of studying in Australia, perhaps as a first step towards working there, it is worth knowing what is being discussed.

A shift from enrolments to everyday life

For the past two years Australia has been turning down the flow of international students: higher thresholds for proving you can support yourself, tougher English requirements and slower visa processing for providers that go over their enrolment allocations. Most of that was about who gets in.

The new proposals go further, into three personal parts of a student's life:

  • Applying from inside Australia. Students already in the country may no longer be able to lodge a new student visa without leaving first. That would close a common route for staying longer or changing provider.
  • Bringing family. Only some groups would keep the right to bring a partner or dependent children: postgraduate research candidates, government-sponsored scholars, and students from Pacific Island nations and Timor-Leste. Everyone else would study alone.
  • Changing course or sector. Moving from a university degree down to a cheaper vocational (VET) qualification, long used as a flexible route, could become much harder.

Why UK readers will recognise this

The UK brought in very similar limits on student dependants in January 2024, keeping the right to bring family mainly for postgraduate research students and a small number of government-sponsored scholars. Canada has also capped study permits and raised its proof-of-funds requirements over the same period.

If Australia's package goes ahead as described, the three biggest English-speaking study destinations would treat family migration through study in much the same way. One of the advantages Australia once had over the UK, the chance to bring your family while you study, could disappear.

A hard number driving the policy

The changes are tied to a firm target. The government forecasts net overseas migration falling to 225,000 by 2027/28, down from a peak of 538,000 in 2022/23 when borders reopened after the pandemic. International education is one of the largest single parts of that figure, so it is the most visible lever available.

The government has also made clear it has no plans to go back to a model driven by volume, and wants to actively manage the size and shape of the onshore student market.

Campus leaders urge caution

The sector's reaction has been measured. Universities Australia has argued that cutting student numbers has effects well beyond university budgets, and that treating enrolments purely as a migration question oversimplifies the trade-offs.

The Group of Eight, which represents leading research universities, has drawn a line between volume and value. It accepts there is a fair conversation to be had about quality and integrity in parts of the sector. What it objects to is blunt measures that treat every institution, provider and student as if they were the same.

Three questions to ask before you apply

  1. Would your course fall into an exempt group? If you are choosing between a research degree and a taught master's, the family rules could now be a real factor, not just the academic fit.
  2. Does your plan rely on switching once you arrive? If you intend to start at university and move into VET, or change provider, that plan may need rethinking before any new rules apply.
  3. Is your timing tied to a September start? The student part of the package is said to be moving faster, with the wider immigration announcement expected the following month. If you are preparing an application now, treat the coming weeks as a narrowing window.

Your UK documents are already in English, which helps, though certified copies may still be needed. If English test results come up, PractiseNow offers practice for IELTS and PTE.

Where this is heading

Whatever the final package looks like, the direction is clear. Australia is putting migration control ahead of student numbers, and doing it by regulating the parts of student life that make living abroad workable: family, flexibility and the ability to apply from inside the country. Whether that protects quality or simply sends students to Canada, the UK or elsewhere is still an open question.
