UK plumber to Australia? Why OSAP and a state licence are two separate hurdles
Tips · 2026-10-16 · 8 min read

If you are a plumber in the UK and want to work in Australia, plan for two separate hurdles. For permanent migration as a Plumber (General), Trades Recognition Australia (TRA) says applicants from every country need an Offshore Skills Assessment Program (OSAP) assessment, and UK plumbers are no exception. But TRA does not award licences. Each state decides who may do plumbing work, and New South Wales, for one, does not recognise qualifications from outside Australia for its licences. Knowing which hurdle is which saves months.
Why your NVQ or apprenticeship does not simply transfer
A UK plumber typically arrives with a level 2 or level 3 NVQ, an SVQ, a City & Guilds certificate or a completed advanced apprenticeship, which gov.uk lists at level 3. Those mean a lot to an employer in Birmingham. Australia looks at them through its own systems.
gov.uk's Living in Australia guide puts it plainly: you may need to get your skills assessed and your foreign qualifications recognised. For plumbers, both of those happen, and they are run by different bodies.
OSAP: the skills assessment every overseas plumber meets
OSAP is TRA's assessment program, run with Registered Training Organisations (RTOs). TRA's OSAP page says it is compulsory for permanent migration as an Electrician (General), Electrician (Special Class), Plumber (General) or Air-conditioning and Refrigeration Mechanic.
The UK appears on TRA's OSAP country list for trades such as chef, baker and fitter, but plumbing works differently. TRA's list of OSAP occupations and countries says applicants from all countries need OSAP as a Plumber (General), unless they are applying for a 482 visa (seek advice from Home Affairs) or a 485 visa.
Timing matters. TRA says the RTO emails the OSAP outcome approximately 15 weeks after the complete documentary evidence is submitted. The clock starts when your evidence is complete, not when you first enquire.
TRA's other route, the Migration Skills Assessment, is not an option here: it is not for the licensed occupations, plumbing included. A skills assessment with no validity period shown is valid for 3 years from the date of issue, and the points-tested 189, 190 and 491 visas need a suitable assessment by the time you are invited to apply.
The two hurdles side by side
| Step | Who runs it | What it is for | What it does not do |
|---|---|---|---|
| OSAP skills assessment | TRA, with an RTO | Shows your skills meet the standard for migration as a Plumber (General) | Give you an Australian qualification, registration or licence |
| NSW licence | NSW Government | Lets you do licensed plumbing work in New South Wales | Accept a UK qualification on its own |
| Queensland licence | QBCC | Occupational licence for plumbers and drainers in Queensland | Replace the need for a visa with work rights |
| Visa | Department of Home Affairs | Your right to live and work in Australia | Licence you to do plumbing work |
New South Wales: gap training and supervised work first
NSW does not recognise qualifications from outside Australia for contractor licences or certificates. Overseas-trained plumbers can get an Offshore Technical Skills Record (OTSR) through OSAP, but they must also complete Australian context gap training and supervised employment.
In practice, that means your first job in Sydney may be under supervision while you finish the local steps. The NSW page for overseas-trained applicants is the one to read before you accept a role there.
Queensland: the QBCC occupational licence route
Queensland's building regulator, the QBCC, says overseas applicants must meet all the usual eligibility requirements and hold a visa or ImmiCard that entitles them to work in Australia. Overseas plumber or drainer applicants use the occupational licence application form.
So in Queensland the order is visa first, then licence. Check the QBCC page for interstate and overseas applicants for the eligibility requirements before you pick Brisbane over Sydney.
Rules differ by state. We have covered NSW and Queensland because those are the official pages checked for this guide; if you are drawn to Melbourne or Perth, read that state's plumbing regulator first.
The visa side for UK plumbers
The skills assessment and licence sit alongside a visa, not instead of one. On a Skills in Demand visa (subclass 482), you need at least 1 year of relevant work experience in the occupation or a related field, gained within the last 5 years. Some 482 applicants must have a mandatory skills assessment by TRA or VETASSESS, depending on the occupation, and it must be started before the visa application is lodged.
TRA's separate Temporary Skills Shortage program is compulsory for the 482 only for electricians, and TRA says plumbers applying for a 482 should seek advice from Home Affairs. Ask before you pay for anything.
English is usually the easy part for Brits. Home Affairs accepts UK citizenship and a valid UK passport as evidence of Competent English, and 482 applicants with UK passports are exempt from the English test. Our Skills in Demand (482) visa guide for people in the UK covers the rest.
What to gather in the UK before you start
TRA's 15-week estimate starts only once your evidence is complete, so collect it while you are still working in the UK. Most of it is easier to get from a former employer in Cardiff than from a flat in Brisbane.
- Find every certificate: NVQ, SVQ, City & Guilds and apprenticeship completion.
- Ask current and past employers for records of your plumbing work, on headed paper, with dates and duties.
- Get certified copies made. gov.uk says a professional person or someone of good standing, such as a solicitor, bank official or teacher, who is not related to you or living with you, can certify a copy. They write "Certified to be a true copy of the original seen by me", sign, date and add their details.
- Choose your target state and read its licensing page, because NSW and Queensland ask for different things.
- Contact TRA if your situation is unusual: its enquiry line from outside Australia is +61 2 6240 8778, Monday to Friday, 10 am to 4 pm Australian Eastern Standard Time.
- Start OSAP with an RTO and keep copies of everything you submit.
While you wait, browse live trade roles such as our stonemason job in Sydney to see how Australian trade listings are written. Some overseas tradespeople also look at an Australian qualification later on; RPLDirect explains recognition of prior learning for the Certificate III in Plumbing. That is a separate step from OSAP and from any state licence.
Common mistakes UK plumbers make
- Treating OSAP as a licence. TRA does not award Australian qualifications, registrations or licences.
- Assuming a UK certificate is enough for a NSW licence. NSW does not recognise overseas qualifications for licences; gap training and supervised employment come first.
- Booking flights before the visa. In Queensland the QBCC wants a visa or ImmiCard with work rights before an overseas applicant gets a licence.
- Applying for the wrong TRA program. The Migration Skills Assessment is not for licensed trades.
- Paying for sponsorship. 482 applicants must not have asked for, offered, received or provided a benefit in return for sponsorship in the past 3 years.
- Taking advice from anyone. Immigration assistance with an Australian visa must come from a registered migration agent, a legal practitioner or an exempt person; agents are listed on the OMARA register.

Weighing up New Zealand too? There, the Plumbers, Gasfitters, and Drainlayers Board regulates the trade, and restricted plumbing work without a current New Zealand licence is illegal. Our post on New Zealand's plumbing shortage looks at demand there, and Employer Sponsored Jobs explains why New Zealand employers may need to start sponsoring plumbers.
Frequently asked questions
Do UK plumbers need an OSAP assessment for Australia?
For permanent migration as a Plumber (General), yes: TRA says applicants from all countries need OSAP. The exceptions are 482 applicants, who should seek advice from Home Affairs, and 485 applicants.
Does an OSAP assessment give me a plumbing licence?
No. TRA does not award Australian qualifications, occupational registrations or occupational licences. The licence comes from the state, and in NSW overseas-trained plumbers also need Australian context gap training and supervised employment.
How long does OSAP take for a plumber?
TRA says the RTO emails the outcome approximately 15 weeks after the complete documentary evidence is submitted. Gathering complete evidence before you start is the best way to avoid extra delay.
Can a UK plumber get a Queensland plumbing licence?
The QBCC says overseas applicants must meet all the usual eligibility requirements and hold a visa or ImmiCard that entitles them to work in Australia. Overseas plumbers and drainers apply with the occupational licence application form.
Do I need an English test as a UK plumber?
For many Australian visas, no. Home Affairs accepts UK citizenship and a valid UK passport as evidence of Competent English, and 482 applicants with UK passports are exempt from the English test. Licensing bodies and employers can still set their own rules.
Key takeaways
- OSAP is compulsory for permanent migration as a Plumber (General), for applicants from every country.
- Allow approximately 15 weeks for an OSAP outcome after your evidence is complete.
- OSAP is not a licence: each state licenses plumbers in its own way.
- NSW needs gap training and supervised work; Queensland needs a visa with work rights first.
- Gather certified copies and employer records in the UK before you start.
